You don't have to make your subject and your verb agree

Is education really improving?  Are we meeting the needs of America’s students?  After lunch today with Dan, I’m not so sure. 

The first graph shows the cost of education, per student.  The second shows enrollment versus employment.  There is a a lot that is behind these graphs but as a start, interesting question.
